Robert D. Charlton

Arizona Department of Financial Institutions
Robert (Bob) D. Charlton was appointed by Governor Douglas A. Ducey as Superintendent on April 4, 2017. Prior to his appointment, Mr. Charlton served as Interim Superintendent from February 1, 2016 to April 3, 2017. Mr. Charlton joined the Department in 1986 overseeing the Consumer Affairs Division and the regulation and supervision of financial enterprises which included advanced fee loan brokers, loan originators, mortgage bankers and brokers, collection agencies, commercial mortgage brokers and bankers, consumer lenders, debt management companies, escrow agents, money transmitters, motor vehicle dealers, payday lenders, premium finance companies, pre-need funeral trusts, and sales finance companies.
Mr. Charlton is a graduate of Kansas University, receiving a B.A. in Personnel Administration.

As Superintendent, Mr. Charlton oversees the Arizona Department of Financial Institutions, which is statutorily charged with the licensing, supervision and regulation of state-chartered financial institutions and enterprises and as of July 3, 2015 appraisers, property tax agents and appraisal management companies. The Department is responsible for ensuring the safety and soundness of these entities as well as compliance with applicable state and federal laws.
Mr. Charlton also serves as a Board Member of the Arizona Board of Investments, the Arizona Deferred Compensation Committee, the Financial Investigations Resource Group and is a Cabinet Member to the Honorable Governor Douglas A. Ducey.





Mike Fowler

Michael (Mike) Fowler
is a former CPA with extensive experience in the financial services industry. Since joining AZDFI in 1999, he has served in various roles, including Financial Institutions Examiner and Manager of the Licensing and Consumer Affairs Division. In his current position as Assistant Superintendent of Administration and CFO for the Department, his responsibilities include accounting and financial reporting, budgeting, strategic planning, human resources, and procurement.



Tamilee Smull

Tamilee Smull is an Experienced Financial Services Leader with passion for great service and ethical business practices. Her broad experience in banking and financial services includes more than two decades of various leadership and management positions at banks, including: commercial lending, trust management, private banking, risk management, audit, loan review, as well as securities compliance. She has worked as an examiner at the Federal Reserve Bank of Dallas and AZDFI. Ms. Smull joined the Department of Financial Institutions in 2007.

Ron Doba
Division Manager
Financial Services

Ron Doba joined AZDFI in April of 2007 as a senior examiner.  He was responsible for examining money transmitters and sales finance companies.  His responsibilities expanded to examining all financial enterprises.  In March of 2016, he was promoted to manager of the Financial Services Division, which oversees the regulatory examinations of Advance Fee Loan Brokers, Appraisal Management Companies, Certified General Appraisers, Certified Residential Appraisers, Escrow Agents, Consumer Lenders, Debt Management Companies, Non-Residential Temporary Appraisers, Premium Finance Companies, Property Tax Agents, Pre-need Funeral Trusts, Supervisory Appraisers and Registered Trainee Appraisers.    Mr. Doba is a veteran of the U.S. Navy, and prior to joining DFI, he worked in management in the Consumer Lending industry for over 10 years.

Susan Zimmerman

Susan Zimmerman is the AZDFI Information Technology Manager. Susan has been with AZDFI since 2007 and previously worked in private sector. She has been working in the field of Information Technology for over 25 years.


Lori Cardenas

Human Resources
Administration Division

Lori Cardenas a state veteran of 31 + years leads the Department’s Human Resource Division. As Human Resource Manager she is responsible for personnel recruiting compliance and benefits liaison. Ms. Cardenas plays a large role in budgetary requirements for the agency.



Michelle Castaneda

Michelle Castaneda has worked for the State of Arizona for over 21 years.  She joined the AZDFI team in October 2010 as a Loan Originator Customer Service Representative.  In May 2014 she accepted the position of Customer Service Unit Supervisor.



LaTasha Ontiveros

LaTasha Ontiveros is the AZDFI Licensing Customer Service Supervisor. LaTasha started with AZDFI in August 2007 as a Customer Service Representative. In August 2010 she moved over to be a Loan Originator CSR. In January 2012 she accepted the position of Licensing CSR Supervisor.
