About your records request:

Your public records request is governed by Arizona statutes. The Federal Freedom of Information Act governs requests made to federal agencies. It is not a factor in the department’s fulfillment of your request.
 
The general principles of Arizona public records law are found in Title 39, Chapter 1, Arizona Revised Statutes, A.R.S.§§ 39-102 through 39-161. You should read these statutes on the Secretary of State’s web site. Some of them are set out on page 2 of this Department’s Public Records Request Form.
 
The disclosure of the Department’s records is also controlled by A.R.S. §§ 6-129 and 6-129.01. These two sections of State law make most of the Department’s records confidential. Those confidential records will not be disclosed in response to a public records request. Because they are statutorily confidential, they are not public.
 
You can speed up the process of fulfilling your request by reading these statutes before you draft a specific, detailed request. We need to know exactly what you want disclosed. You need to know which records we cannot, under State law, disclose.
 
Your written request also serves as a written record of what you requested. And it helps us to be sure we are searching for the records you want when we work to fulfill your request. Cost of disclosure:

The department charges $0.25 per 8-1/2” x 11” page. Certified copies carry an additional charge of $2.00 per certified 8-1/2 x 11” page. Copies furnished for certain purposes are provided free of charge.
 
On the other hand, the Department charges for copies furnished for a verified and specified commercial purpose on a different basis. For those copies, the Department will charge:
  1. A portion of the Department's cost to obtain the records
  2. A reasonable fee for the cost of time, materials, equipment and personnel in producing the copies.
  3. The value of the copies on the commercial market as determined by the Department.
